Government announces comprehensive voice phishing eradication plan
The National Investigation Headquarters will release five voice-phishing prevention videos on the police agency's official YouTube channel starting the 28th to raise public awareness.

The campaign's core message is 'Don't become the protagonist of a scripted plot' — emphasizing that voice phishing follows carefully written scenarios and citizens must not become victims in that script.
Videos will air for about a month on YouTube, TV PSAs, cinemas, and major Seoul subway stations, with plans to expand through government, financial, and telecom partners.
The series includes episodes on △impersonating institutions △loan scams △call hijacking (malware) △victim surveillance (malware) △livelihood recovery coupons (malware).
Episode 1 features NIH Director Park Sung-joo receiving a voice-phishing call impersonating a card courier and prosecutor during his inauguration, showing anyone can be targeted.
The other four episodes focus on immersively conveying malware — voice phishing's most powerful tool — beyond simple warnings and reenactments.
Police data shows 14,707 voice-phishing cases and 776.6 billion KRW in damages from January to July, up 25.3% and 98.7% year-over-year.
Institution-impersonation scams (posing as FSS, prosecutors, etc.) account for 75% of damages (586.7 billion KRW), with average per-case losses reaching 75.54 million KRW.
Director Park pledged full cooperation with finance and telecom sectors to eradicate voice phishing and asked citizens to remain vigilant.
The government announced a comprehensive voice-phishing eradication plan with three strategies: governance reform, prevention-first proactive response, and strengthened compensation and penalties.
First, a 24/7 integrated voice-phishing response team will operate year-round.
Prevention measures include emergency phishing number blocking, stronger telecom crime-prevention duties, burner-phone controls, and legal grounds for crypto exchanges to freeze criminal accounts and refund victims.
Chief Cabinet Secretary Yoon Chang-ryeol stressed the government's firm resolve to eradicate voice phishing and the importance of public vigilance and cooperation.
